Adult learning disabilities?

My bf had fallen out a window (on the 2nd floor) when he was 3-4. He had to relearn everything from talking to eating...everything. I do not know a lot about his 'accident'. He was in remedial cles throughout school. He was pushed through school. He has always had a dream of joining the military. According to his asvab scores, it is a distant dream. When I met him, he could not read. I am pretty knowledgeable and I have helped him in some ways. He is now reading articles out of newspapers but some words are still hard. I can tell he needs more help in every subject. I can teach him, but I don't know where to start. I was wondering if there is some kind of [free] test he can take (even online) to see where he is at academically? I estimate 5th grade. I would like to know if anyone has any ideas. One recruiter, who is a teacher, took him a few hours on sundays, but gave up on him after he failed the test. Please help.
